It was previously restricted area but now open for all foreign tourists. Jigme Parbal Bist is the King of Upper Mustang which mean that Nepal still has more kings. You can meet and talk to him at Lomanthang Palace. However only entry fee is u.s.$700 per person that seems expensive for average tourists.
